The form of consent to the processing of personal data in the Omsk Scientific Bulletin (download)
The policy of the editorial board of the Omsk Scientific Bulletin regarding the processing of personal data is defined in accordance with the requirements of Federal Law No. 152-FZ dated 27.07.2006 "On Personal Data" (hereinafter referred to as the Personal Data Law) and defines the procedure for processing personal data and measures to ensure the security of personal data by the Omsk State Technical University (OmSTU) (main state registration number 1025500531550, taxpayer identification number 5502013556, address: 644050, Omsk region, Omsk, Mira Ave., 11), hereinafter referred to as the "Operator".
The operator sets as its most important goal and condition for the implementation of its activities the observance of human and civil rights and freedoms when processing personal data, including the protection of the rights to privacy, personal and family secrets.
General provisions and concepts
The Editorial Board of the journal acts as the operator of personal data, which means information related directly or indirectly to a specific or identifiable individual (personal data subject), namely:
– last name, first name, patronymic (if any);
– academic degree, academic title;
– SPIN code, AuthorID (RSCI); ORCID ID, Scopus Author ID, ResearcherID;
– information about the place of work and position held;
– information about contact information, including for correspondence;
– information about the availability of published works of literature, science and art; other information transmitted by the Subject to the Operator in connection with the granting of the right to use the work.
Personal data processing is considered to be any action (operation) or set of actions (operations) with personal data performed by the editorial office using automation tools or without their use.
Personal data processing includes, among other things: collection; recording; systematization; accumulation; storage; clarification (updating, modification); extraction; use; transfer (distribution, provision, access); depersonalization; blocking; deletion; destruction of personal information.
The following categories are considered subjects of personal data for editorial purposes:
1) authors of articles — the results of scientific research, reviews, and reviews published in the journal;
2) members of the editorial board of the journal;
3) editors of the journal;
4) reviewers of the journal;
5) representatives of the technical service of the magazine.
Purposes of personal data collection
The editorial staff of the journal processes the personal data of subjects for the purposes of:
— identification of the authorship of the scientific work; reviewing of the article (with depersonalization of the reviewed work); communication with the author; prepress preparation of the article; publication of the article and distribution of materials of the journal in accordance with the section "Copyrights": on the journal's website, in archivers, in scientometric databases with which the editorial board of the journal has concluded contracts;
— representations of members of the editorial board, editors, representatives of the technical service on the journal's website in open access and for the journal's representation in scientometric databases, scientific communities;
— use of the operator's official website on the Internet, other private, state and municipal information resources, services, including those listed: https://www.elibrary.ru, https://journals.omgtu.ru, https://online.bookchamber.ru , https://oek.rsl.ru /, https://cyberleninka.ru /; https://www.citefactor.org /, https://doaj.org /, https://www.ebsco.com /, https://www.crossref.org /, http://ulrichsweb.serialssolutions.com / (in accordance with Federal Law No. 127-FZ of August 23, 1996 (ed. Dated 07.10.2022) "On Science and State Scientific and Technical Policy" and in order to ensure freedom of access to scientific and scientific and technical information, cross-border data transfer is carried out in international abstract databases and citation systems.
— organization of work on reviewing articles (according to the "double-blind review" system adopted in the journal).
4. Bases for processing personal data
4.1. The legal basis for the processing of personal data is considered to be consent to the processing of personal data, which gives:
— a member of the editorial board who agreed to join the editorial board of the journal;
— the author, having read the editorial policy and rules on the website, when submitting the article and related materials to the journal: by uploading in the ELPUB system or by e-mail to the editorial office intended for communication with the authors (onv@omgtu.ru );
— the reviewer at his registration on the publishing platform of the journal.
4.2. The personal data subject decides on the provision of his personal data and agrees to their processing freely, voluntarily and in his own interest.
4.3. In case of incapacity of the personal data subject, consent to the processing of his personal data is given by the legal representative of the personal data subject.
4.4. In the event of the death of the personal data subject, consent to the processing of his personal data is given by the heirs of the personal data subject, if such consent was not given by the personal data subject during his lifetime.
The right of a personal data subject to access his personal data
5.1. The personal data subject has the right to receive information regarding the processing of his personal data, including information containing:
1) confirmation of the fact of personal data processing by the operator;
2) legal grounds and purposes of personal data processing;
3) the purposes and methods of personal data processing used by the operator;
4) the name and location of the operator, information about persons (with the exception of the operator's employees) who have access to personal data or to whom personal data may be disclosed on the basis of an agreement with the operator or on the basis of a federal law;
5) the personal data being processed, related to the relevant personal data subject, and the source of their receipt, unless another procedure for submitting such data is provided for by federal law.;
6) terms of processing personal data, including the terms of their storage;
7) the procedure for the exercise by a personal data subject of the rights provided for by this Federal Law;
8) information about the completed or proposed cross-border data transfer;
9) the name or surname, first name, patronymic and address of the person who processes personal data on behalf of the operator, if the processing has been or will be entrusted to such a person;
10) other information.
5.2. If the personal data subject believes that the operator is processing his personal data in violation of the requirements of this Federal Law or otherwise violates his rights and freedoms, the personal data subject has the right to appeal the actions or omissions of the operator to the authorized body for the protection of the rights of personal data subjects or in court.
Editorial responsibilities
6.1. When processing personal data, the Editorial Board undertakes to limit itself to achieving the stated goals (see clause 3).
6.2. The Editorial board is obliged to transfer personal data of all categories of personal data subjects to the bodies of inquiry and investigation and other authorized bodies on the grounds provided for by the current legislation of the Russian Federation.
6.3. The Operator is obliged to provide, free of charge, the personal data subject or his representative with the opportunity to get acquainted with personal data related to this personal data subject.
6.4. Within a period not exceeding seven working days from the date of the provision by the personal data subject or his representative of information confirming that the personal data is incomplete, inaccurate or outdated, the operator is obliged to make the necessary changes to them.
6.5. Within a period not exceeding seven working days from the date of submission by the personal data subject or his representative of information confirming that such personal data was illegally obtained or is not necessary for the stated purpose of processing, the operator is obliged to destroy such personal data.
6.6. The Operator is obliged to notify the personal data subject or his representative of the changes made and the measures taken, and to take reasonable measures to notify third parties to whom the personal data of this subject has been transferred.
Procedure and conditions of personal data processing
The procedure and conditions for processing personal data are determined from the category of personal data subjects and their respective purposes for using personal data.
7.1. The personal data of the authors of the articles are divided into two groups:
1) intended for personal identification and communication with the editorial board (the editorial board does not have the right to transfer them to third parties (except in the cases provided for in clause 5.2) and stores them permanently in electronic form to resolve issues of republication, retrogression of articles based on requests from third parties whose copyrights and interests have been violated);
2) intended for publication in the journal and presentation of the author of the article, possible connection of readers with him, export along with the materials of articles to scientometric databases.
The composition of personal data is determined by the author and the editorial staff by agreement during pre—printing, but may not relate to the author's last name, first name, patronymic, scientific regalia, place of work and e-mail address (at the author's choice - working/ corporate or personal).
7.2. The personal data of the members of the editorial board and the editorial board, editors, and representatives of the technical service are divided into two groups:
1) intended for internal editorial work;
2) intended for publication on the journal's website in open access, for the journal's representation in scientometric databases and scientific communities.
The composition of personal data is determined in agreement with this category of personal data subjects, however, it cannot be less than the tasks of the representative office require.
7.3. The personal data of the reviewers of the journal is stored only in the editorial office of the journal on a permanent basis, is used to contact editorial board members, editors with reviewers, and is not intended for publication on the journal's website.
8. Withdrawal of personal data by the subject
Subjects of personal data and their representatives, authorized bodies have the right to withdraw consent to the processing of personal data, to their storage in connection with the right to recall an unpublished or published article, justifying their review.

The editorial board undertakes to promptly review such requests and make appropriate corrections on the website and in the database, as well as notify the scientometric databases where the journal materials are exported, but cannot guarantee corrections in these databases.
